Tottenham and Beyond: neoliberal riots and the possibility of politics

One of the many things that we hear repeated ad nauseam in the context of the present rioting in London is that the rioters are ‘feral’, ‘yobs’, ‘thugs’ or more generously ‘disaffected youth’. All the talk from Cameron and his cohorts is of crime and punishment and ‘the full force of the law‘ - as if these young people did not encounter the full force of the law on a daily basis. We are told variously that there is no political context, no political motive, no political enemy - it is ‘criminality pure and simple‘. This is because violence against the police (and therefore the state) is not considered in itself to be political. It is because the envy of, the desire for and the acquisition of luxury goods such as plasma TVs and jewellery is not considered political. The political class and the commentariat cannot conceive of themselves as enemies of the people who live in areas like Tottenham where Tory cuts are closing youth centres, which suffer massive unemployment even while the City is booming, and which are the objects of legislation designed to disadvantage them even further.

On the other hand, the neoliberal state functions primarily as a way of facilitating the accumulation of wealth and hence luxury goods. The purpose of the state, neoliberal theory tells us, is to enable business and industry to function profitably and to this end it must undertake certain activities that business and industry cannot reasonably be expected to make a profit from - road building, for example, or providing a police force - although, as profit margins shrink and markets are flooded by competitors, even these sacred state functions are being ‘de-regulated’ or privatised to allow for profit-making companies to take them over. The proposed privatisation of the prison-service is an example, as is the continuous drive to open education up to exploitation by computer companies. It’s hardly worth mentioning the crazy argument that the NHS in the UK is ‘broken’ and the Tory programme of opening it up to supposedly cheaper and more efficient profit-making companies - despite the fact that all the studies show that the NHS is the most efficient and cost-effective way of delivering health care.

So capitalism is looting the public sphere. Services that citizens have for a hundred or more years considered to be public goods and not to be exploited for the profit of a few - health care, care of the elderly, education, unemployment benefit, old-age pensions, fresh water, sewers, waste disposal, roads and footpaths, urban and rural planning, the postal service, the telephone service, the police, and so on -  are subject to systematic and sustained pressure aimed at breaking the link between the citizen and the service. No longer should we think of these things as ‘ours’, except in the sense that we can say a bank is ours. These things are provided to us as goods and services by companies which exercise their right to make a profit out of them - out of us really, out of our pain, our parent’s old age, our children’s childhood, our money troubles, our environment. Citizens are to be redefined as consumers of services. The sole function of the state is to regulate the activities of companies so that monopolies do not develop.

The police function as the guarantor of profit. The police are ‘ours’ only in the way the taxman is ours. The police thus find themselves increasingly (for it was ever thus) with their backs to the corporate wall facing a disinherited citizenry for whom the state is a hostile force. This makes the police political for it is a mistake to think that the looting of the public sphere by corporations and individuals is not political. Of course, nobody on the corporation side wants to call it that. They want it to be understood as common sense. The state is ‘broken’, they say, or it has ‘failed’. Only profit-making companies can do the job efficiently and give good value for money to the consumer. What they really mean is ‘We’re going to take the money and run’. When you’re down and out, feeling low, check your credit rating.

At a time when the gap between the rich and the poor is at an historic high, higher than it was in the nineteenth century when capitalism was at its peak, is it any surprise that unemployed young men from Tottenham, Hackney, Clapham or Peckham have learned these lessons well? In the event of the breakdown of the state, keep your eye on the main chance. Gold is at an all-time high now, it’s where all the smart investors are going. They take their money and run. There’s always a market for cool TVs, especially with the Olympics coming up - just up the road from Tottenham as it happens. If you’re not in you can’t win. So get in there and take what you can. In the end of the day it’s just business. From MacDonald’s to the ‘Payday loans’ and ‘we buy gold’ companies that advertise all over East and South London, the message is clear: ‘The only value we place on you is your ability to pay. Anyone who can’t afford to pay is a scrounger, a scum, a chavvy bastard, a parasite.’

In this world the police are just another form of violence - look at what they did to the anti-cuts marchers. They are the state’s weapon of choice for disciplining disaffected youth, forcriminalising dissent and for protecting profit. They’re not playing the latter role very effectively in London at present, but they’ve worked hard at the others, which are easier picking. The recent gaol sentence of 16 months for Charlie Gilmour for supposedly violent acts during the recent anti-cuts protest, the worst of which acts seem to have involved throwing a dustbin at Prince Charles’ Rolls Royce and swinging from a flagstaff, contrasts sharply with the fact that no policeman has ever been convicted for the death in custody of a black person. The shooting dead of a black man in a mini-cab in Ferry Lane, Tottenham is all of a piece with this repressive function. We now know that there is no evidence to support the police alibi that Mark Duggan fired first. Whether or not he was a gangster, as the police believed, the fact is they would never have shot a bank director. Nevertheless, the banker is the obverse of the coin that has Mark Duggan’s face on it. The closure of three-quarters of the youth centres in Tottenham by the present Tory government is directly linked to the supposed stability of the UK economy. The price of the banker’s home is paid by the young citizens of North and South London. Today, on RTE’s LIveline programme I heard a man who lived in London describe the rioters as ‘shopping with our money’. That works both ways. The banker shops with money that should have gone to the communities of Tottenham, Clapham, Hackney …

That the rioters have only tentatively made that connection is not their fault. If I were the Tory government and their criers-in I would dread the day that the disaffected youth makes a more accurate assessment of their oppressor, when they will move on from the enemy in their face (the police) to the enemy behind the one-way windows and ‘iconic’ buildings. That they have repeatedly targeted the big multinational chains - Topshop, Hugo Boss, MacDonald’s, Sony, and Carpetright (Chairman Lord Harris of Peckham, Conservative Party donor and Member of House of Lords), and that there have been ‘disturbances’ in Oxford Street is significant. In the meantime they live the poor kid’s version of the neoliberal dream, shopping ‘with our money’ in all the best places, bringing home the latest in sports shoes, technology and that best of all investments, gold.

There is nothing mindless about this violence. It is intelligent, technological and well-organised. Tactically, the rioters have outfoxed the much stronger police force and the intelligence services. It is destructive of community life certainly, brutally hard on small shopkeepers and people living on or near the high streets,  but is it as destructive as permanent unemployment, hopelessness and the conviction that the state has abandoned you in favour of the Stock Exchange? That these young people have turned on the most immediate symbols of power and wealth and that they want some of it for themselves makes these riots no worse than the destruction undertaken by Thatcher or beginning under Cameron. And they are quintessentially neoliberal because these young people have absorbed the dictum that greed is good, that you take what you can, that the powerful shall inherit the earth.

Buried in there, under all the false consciousness, there is still a measure of anger deriving from the increasing humiliation of themselves and their parents and their communities. It is accompanied by a certainty that the toffs of the Tory party, the owners of multinational corporations and the police are their enemies. The structure of the thing may not be very clear to them, but they feel its effects. Their lives are looted. They have nothing to lose.

But if this brave and powerful speaker from Hackney has her way they may find a better analysis. ‘Get real black people,’ she says, ‘if we’re fighting for a fucking cause we’re fighting for a fucking cause’. She knows that the riots are political, but it’s the wrong politics at the moment. They’re fighting for the wrong cause. Writer Darcus Howe says so too (this video may be taken down by Youtube, so share if you can) but, with more experience, he calls it an insurrection.

[As I write London is quieter but the action has moved to Manchester (from which many of London's police reinforcements have been drawn!), Birmingham and Bristol, and a police station in Nottingham has been fire-bombed.]

    Maybe the Irish should have rebelled against the austerity measures the have been forced onto them. Maybe you should have written articles like this for your Irish readership!

    Not sure I agree with the analysis of the police. They have been cut savagely like the rest of the public service. Ironically, the riots have done individual police officers a favour in one way–they are now less likely to face the dole queue since everyone has seen what can happen when there aren’t enough police to control rioters.

    I try to present a critique of how we are now and what forces are at work here. I confess though I’m as puzzled as you as to why the majority of Irish people passively accept austerity. My only explanation is that we have internalised the ‘commonsense’ of neoliberalism more thoroughly than other nations that have a tradition of left/right divides. Or perhaps neoliberalism is some kind of natural development out of Nationalism/Catholicism. Who knows?
    Not thinking too clearly at the moment. But anyway, I’d appreciate any comments you have to make on any of my other articles. My email is on the blog.

    @ Paul, ‘individual police officers’ are not in question here. I see the police as the repressive arm of the state. They don’t have to be, of course. Equally, at an individual level many don’t identify with that description. But the fact is that dissent is always met by the police. If CEOs and Prime Ministers came out to meet demonstrations then everything would be different, wouldn’t it? If the police were to identify with the other parts of society that have suffered so-called ‘austerity’ then they’d have behaved differently in recent years. They don’t though.

    @Helena, As I said elsewhere, I don’t know how to answer your question. I think thinking and writing helps in that at least the readers go out armed with arguments they may not have thought about before or thought they were alone in thinking. Many of the readers - such as yourself - already know a great deal more, but the hope is that each time someone knew reads it. Otherwise we wouldn’t write at all - or teach for that matter! In a sense, I suppose, I’m suggesting that we have to do our best to penetrate the ‘commonsense’, to present an alternative view and to convince people that there is another way of looking at it.
    But after that I’m lost.

  • EU Should Admit Greece is Bankrupt | Christian Rickens

    The unvarnished truth - the second Greek Bailout should not have happened.

    The mistake isn’t the size, but the construction of the bailout package. It isn’t geared to the requirements of the people of Greece but to the needs of the international financial markets, meaning the banks.

    How else can one explain the fact that around a quarter of the package won’t even arrive in Athens but will flow directly to the country’s international creditors? The holders of Greek government bonds are to get some €30 billion as an incentive to convert their old paper into new bonds. The aim is to keep alive the illusion that Greece isn’t bankrupt — after all, the creditors are voluntarily forgiving part of the debt. The financial sector is cleverly manipulating the fear that a Greek bankruptcy would trigger a fatal chain reaction.

    That leaves €100 billion. But that too isn’t geared to what Greece needs in order to get back on its feet. It’s linked to an estimate of how much debt the Greek economy can bear without collapsing. International technocrats agree that with debts amounting to 120 percent of gross domestic product, the country can just about go on servicing its debt. That’s the level at which the cow can go on supplying milk without dying of exhaustion. So 120 percent became the goal.

    The European project was supposed to be a bulwark against the dangers of fascist ambition, but now it is the instrument used to dismantle European democracy in the interest of the risk adverse looking for a steady income stream from the provision of the social net by those who cite the words and actions of old fascists while doing so.

    On Sunday there were massive demonstrations throughout the Spanish state, with half a million people on the streets of Madrid and 450,000 in Barcelona, protesting against the labour ‘reform’ planned by the Partido Popular, the right-wing party that most closely represents the interests of the power elites that conserved their position when the transition from dictatorship to democracy was undertaken.

  • S.P.A.R.K. protest at cuts to lone parents, Dublin 18th February 2012

    Many families were cut in the last budget but lone parent families were particularly hit by the Fine Gael/Labour Party government.

    The key elements are that single parents can’t take advantage of training such as Community Employment (CE) Schemes and when the youngest child turns 7 years old, the parent is declassed as a lone parent but treated as an ordinary worker even though there are few affordable creche places. There is a bill coming up in March which will copper fasten some of the worst elements of government plans.

    There is particular anger directed at the Labour Party because they are associated with women’s rights and a more progressive society.

  • Exiting the euro | Michael Roberts

    Michael Roberts argues that those in Greece who cite the example of Argentina when suggesting that Greece should leave the Euro are not necessarily looking at the whole picture. The situations are not the same, Roberts points out, citing Argentina’s former central bank governor at the time, Mario Blejer and his recent piece in the Financial Times. He also points to research based on the the experience of five recent devaluations of economies in crisis (including that of Argentina) which “shows that they lead to a 10-20% fall in real GDP and take five to ten years to recover to previous real GDP levels. But that is not to say that there is no alternative to “lowering wages, privatising the state sector, reducing taxes for the corporate sector (especially big business) and ‘deregulating’ labour markets i.e. the super-exploitation of the Greek people to raise profitability.”

    But the left could also find an alternative policy to exiting the euro where Greece negotiates a full default on its debt to private and foreign bondholders; takes over the banks; and uses the savings from bond and interest repayments (€17-20bn a year) to start state directed investment in jobs, technology and funding small businesses, while staying in the euro to protect the savings of the people from destruction, keeping down inflation and avoiding a rise in foreign debt.  The question of exiting the euro then becomes an issue for the Euro leaders to impose (and to be resisted by a campaign within Europe), not as the main policy plank of the left.

  • Solidarity campaign to support the people of Greece

    Mikis Theodorakis, famous Greek composer of Zorba’s Dance, and Manolis Glezos, veteran resistance fighter against the Nazi occupation, have issued a call for a European Front to defend the people of Greece and all those facing austerity. We have decided to support this call and work with trade unions, campaigns and parties across Europe to establish a European Solidarity Campaign to defend the people of Greece. We will organise solidarity and raise practical support for the people of Greece; they cannot be made to pay for a crisis for which they are not responsible.

    During the Cold War, opponents of communism routinely, and not entirely wrongly, claimed to be champions of liberty. Freedom for capitalists and freedom of speech and thought go together, it was claimed. “Freedom is indivisible” wrote Bruce Winton Knight in 1952. “Economic freedom is…an indispensable means toward the achievement of political freedom“ wrote Milton Friedman in Capitalism and Freedom. And back in 1944 Friedrich Hayek complained that “We have progressively abandoned that freedom in economic affairs without which personal and political freedom has never existed in the past.”

    Today, though, this seems wrong. Many threats to freedom come from capitalists. The story is no longer capitalism and freedom, but capitalism against freedom.

  • Ian Stewart | The mathematical equation that caused the banks to crash

    Anyone who has followed the crisis will understand that the real economy of businesses and commodities is being upstaged by complicated financial instruments known as derivatives. These are not money or goods. They are investments in investments, bets about bets. Derivatives created a booming global economy, but they also led to turbulent markets, the credit crunch, the near collapse of the banking system and the economic slump. And it was the Black-Scholes equation that opened up the world of derivatives.

    The equation itself wasn’t the real problem. It was useful, it was precise, and its limitations were clearly stated. It provided an industry-standard method to assess the likely value of a financial derivative. So derivatives could be traded before they matured. The formula was fine if you used it sensibly and abandoned it when market conditions weren’t appropriate. The trouble was its potential for abuse. It allowed derivatives to become commodities that could be traded in their own right. The financial sector called it the Midas Formula and saw it as a recipe for making everything turn to gold. But the markets forgot how the story of King Midas ended.

  • Greece: a Sisyphean task | Michael Roberts

    In a Eurozone that is unwilling to share its surplus with weaker, hardest hit economies there is no other option for those economies but default. Despite the agreement of Greek politicians to shorten their political life and accept the deal all that they have done is simply postpone this eventuality once again. However, even that postponement might be shortened by the Greek elections in April where the smaller leftist parties outside the coalition currently have 40% of the vote. Or so says Michael Roberts:

    Whatever the Greek coalition leaders agree to and try to implement, such is the weakness of Greek capitalism, it will not be able to meet its fiscal targets or get its debt down to reasonable levels.  Before the end of the year, the Troika will have to report that Greece is not delivering.  Then the EU leaders will have to decide whether they ‘let Greece go’ or not.  The EU leaders have agreed to more money for Greece  (or more accurately its bondholders and banks) in return for draconian cuts in living standards in order to provide more time to try and ‘ring-fence’ other vulnerable Eurozone states like Portugal and Ireland (where they are preparing extra funding).  So when Greece goes down, it will not affect the rest (or so the EU leaders hope).  Of course, the Greek people may force the issue earlier if they vote in an anti-Troika government in April.

    Do we really want to live in an economic union that must destroy the future of millions in order to just tick along? Maria Margaronis points out that the situation in Greece today says little about Greece and everything about the EU.

    The trouble with historical metaphors is that they can obscure the present: what’s really at stake here is not Greece’s identity but Europe’s. All eyes are fixed on Athens, but the way out of the crisis requires a choice about what kind of Europe we want. The one we have now, with its deep structural inequalities and its rigid adherence to a failed economic ideology, protects neither democracy nor human rights. Stiff-necked and punitive, it prefers to eat its children.
