26 into 1 Won’t Go

Media outlets are reporting a new crackdown on the unemployed.  Apparently, the Department of Social Protection intends to introduce new regulations whereby ‘target-dates’ for exiting the Live Register will be set for different categories of unemployed.  If someone remains on the Live Register past that target-date, they may be subject to a new set of interviews and investigations which could lead to reductions or even ending their unemployment payment.  This, no doubt, reflects the Minister’s description of unemployment as a ‘life-style’ choice for a growing number of jobless, especially young jobless.

This also reflects a new twist in victimising the unemployed for a crisis not of their making.

This is also reflects a policy mind-set that is detached from the reality of the labour market and even from the Government’s own employment projections.

First, Eurostat produces a ‘job vacancy rate’ which measures the number of job vacancies in the EU economies.  Using this we can estimate how the number of job vacancies compares with the actual number of unemployed.  What is the ratio of unemployed per job vacancy in Ireland?  26:1. Let’s ‘reflect’ on that for a moment.

  • There are 26 unemployed people for every 1 job vacancy.


Job Vacancy 1How do we compare with other EU countries?  The first chart shows the figures for the 23 EU countries whose data are available at Eurostat. The numbers are calculated from the Eurostat data using conservative assumptions that if anything are likely to result in an underestimate of the figures shown.  Ireland is one of the worst performers in the EU.  It ranks 4th last out of 23 countries reporting, with more than three times the EU-27 ratio of unemployed per vacancy.  The figures for some countries require some qualification, but are mostly accurate enough to provide a reasonable picture across Europe.

However, the crucial point is that one can interview, examine and investigate the unemployed for as long as whenever - if there are 26 people chasing 1 vacancy, then the dole queues will continue to stretch out on to the street.  To threaten reduction or suspension of unemployment payments in such conditions is little short of callous.

But this is all convenient for the Government because it takes attention away from the driving force behind unemployment - the simple lack of jobs.  It also takes attention away to the Government’s self-admitted losing battle over job creation:

  • In April of last year the Government projected that there would be over 100,000 new net jobs in the economy by 2015.
  • In the last budget they reduced this job creation projection to 62,000.

This explains why they revised their unemployment projections in 2015 from 10 percent (in April 2011) to 11.6 percent in the last budget.

Indeed, the Government has admitted that there will be no short-term relief from unemployment.  In the Regulatory Impact Analysis in the appendix of the Industrial Relations (Amendment) (No.3) Bill, 2011, the Government openly admits:

‘Ireland has experienced a very sharp increase in unemployment in recent years, with little prospect of improvement in the short term . . . ‘

So with employment projections shrinking, unemployment projections rising, and a public admission that the jobless situation will not improve in the short-term, the Government thinks it’s a good idea to start targeting the unemployed, rather than the policies that would get them back to work.

No matter what is done using supply-side policies -through training, up-skilling or negative incentives - you cannot squeeze 310,000 unemployed into the approximately 13,000 total jobs that are available (calculated from the most recent Eurostat data, 3rd quarter 2011). Even if all the vacancies are filled instantly, approximately 300,000 will remain unemployed. Essentially, what training does in terms of unemployment in this situation is to change the names of the lucky ones to get jobs.

It has been also argued that the problem is a mismatch between the unemployed and the jobs available. These figures give the lie to that as the central problem. It is true that there are skill mismatches, notably due to the downsizing of the swollen construction sector in the boom. However, the large majority of these workers could be employed in other sectors with a certain amount of re-training - but only if the jobs are there. And herein lies the rub. There are few jobs as the data above show. Punishing people will not solve the problem. Only the provision of jobs will.

Ireland has 59.3% of the unemployed out of work for at least a year, over 180,000 people, and this number has increased sharply, well above that of the EU countries as a whole, as the second chart shows. The reason the unemployed are out of work is due to the lack of jobs, and not a sudden bout of laziness in the population. In the 27 countries of the EU, Ireland has the third highest long-term unemployment share among total unemployment, after Slovakia and Bulgaria, both of which had particular historical problems including the de-industrialisation that followed the shift from Communism.

Job Vacancy 2By delaying the solution to this problem, permanent damage is done to the prospects of many unemployed, as many studies show, referring to a lasting “scarring” effect. Youth unemployment is also particularly high in Ireland compared to other EU countries, coming 6th last in the ranking with a 30% unemployment rate among youth.

While measures to support the long-term unemployed will certainly be welcomed, Breda O’Brien from the Irish National Organisation of the Unemployed is sceptical:

‘Breda O’Brien said the new service would assess people but that the supports offered to those with a higher probability of re-entering employment would be minimal. “The Government has to seriously address this issue. It cannot be threatening people to have their social welfare cut if there is no job there.” ‘

Reducing or cutting off unemployment pay becomes a matter of punishing the unemployed, something that was supposed to have gone out with the Poor Law of centuries past. Why is policy regressing to this approach of Victorian times? And why are the unemployed being made scapegoats for failing employment policies?

Supply-side policies of any kind - the only ones that are being tried - simply cannot work in this context. Only demand-side policies that actually create the required number of jobs can have an effect on unemployment of any significance.

    I think that before the govt cuts social welfare, they should get unemployed people into training or jobs, if they want to see the jobless rate fall. It is absolutely criminal of them to punish them by withdrawing their payments, because they have to pay bills too, as well as anyone else. The govt have got to have a strategy to create jobs and training to suit the person. They have to look at it geographically too, in the way that if the unemployed person lives in rural areas, that they have to consider what is available for the person, in the line of work or training, and what transport is available. I don’t think they have thought it through thoroughly. If you have couples that are unemployed, and living together, it can lead to problems like domestic violence, if their payments are stopped. I think that the unemployed should protest outside the dail, if this happens, as it is going to end up in a bad way.

    Excellent piece, Michael. This government are really plumbing the depths with these policies. The reference to the Poor Law is an apt one; the intellectual pre-suppositions of the Progressive Democrat mindset (which continue to dominate political discourse here, long after the party itself has departed) reek of contempt for the unemployed; pit the ‘deserving’ versus the ‘undeserving’ poor, insist at all costs that income taxes must remain as low as possible and ditto for taxes on business.

    I can testify to the scarring effect of youth unemployment; two years on the dole in the early 90’s are etched on my memory! At least I had, unknowingly then, the ‘boom’ to look forward to, but kids in their 20’s now ain’t going to be seein’ no boom here for a generation.

    And amidst all of these we have ghouls - its the only appropriate term to describe him - like Colm McCarthy expressing a horror at the prospect of state intervention creating 100,000 jobs through a stimulus.

    The circle is tightening, something has to give soon.

    This is very much a Victorian mindset (though alive and well in the USA): the ‘lifestyle choice’ phrase is code for moral opprobrium. It translates as ‘people who are unemployed for long periods of time are lazy, feckless and immoral’. The Poor Law reference is exact. Poor Law relief was carefully calibrated to be a punishment for the sin of idleness. This is the subtext of all those people who phone the Joe Duffy Misery Show to say that they know for a fact that there are two jobs going and nobody wants to take them up and *therefore* unemployed people are wasters. Another interesting trend is the argument that ‘we couldn’t find someone with the right qualifications to take up our specialist technology job offer and HAD TO BRING IN A FOREIGNER’. Here the subtext (not very ’sub’) is old-fashioned racism and xenophobia - the Foreigners are taking our Jobs - coupled with the sin of idleness and a convenient whack at the education system WHICH IS FAILING OUR YOUNG PEOPLE (and happens to be a public service). And then, as CMK observes, we have the malignancy that is represented by Colm McCarthy, who I have come to believe is not a person at all, but a cypher for IBEC and the Dead PD Society.

  • EU Should Admit Greece is Bankrupt | Christian Rickens

    The unvarnished truth - the second Greek Bailout should not have happened.

    The mistake isn’t the size, but the construction of the bailout package. It isn’t geared to the requirements of the people of Greece but to the needs of the international financial markets, meaning the banks.

    How else can one explain the fact that around a quarter of the package won’t even arrive in Athens but will flow directly to the country’s international creditors? The holders of Greek government bonds are to get some €30 billion as an incentive to convert their old paper into new bonds. The aim is to keep alive the illusion that Greece isn’t bankrupt — after all, the creditors are voluntarily forgiving part of the debt. The financial sector is cleverly manipulating the fear that a Greek bankruptcy would trigger a fatal chain reaction.

    That leaves €100 billion. But that too isn’t geared to what Greece needs in order to get back on its feet. It’s linked to an estimate of how much debt the Greek economy can bear without collapsing. International technocrats agree that with debts amounting to 120 percent of gross domestic product, the country can just about go on servicing its debt. That’s the level at which the cow can go on supplying milk without dying of exhaustion. So 120 percent became the goal.

    The European project was supposed to be a bulwark against the dangers of fascist ambition, but now it is the instrument used to dismantle European democracy in the interest of the risk adverse looking for a steady income stream from the provision of the social net by those who cite the words and actions of old fascists while doing so.

    On Sunday there were massive demonstrations throughout the Spanish state, with half a million people on the streets of Madrid and 450,000 in Barcelona, protesting against the labour ‘reform’ planned by the Partido Popular, the right-wing party that most closely represents the interests of the power elites that conserved their position when the transition from dictatorship to democracy was undertaken.

  • S.P.A.R.K. protest at cuts to lone parents, Dublin 18th February 2012

    Many families were cut in the last budget but lone parent families were particularly hit by the Fine Gael/Labour Party government.

    The key elements are that single parents can’t take advantage of training such as Community Employment (CE) Schemes and when the youngest child turns 7 years old, the parent is declassed as a lone parent but treated as an ordinary worker even though there are few affordable creche places. There is a bill coming up in March which will copper fasten some of the worst elements of government plans.

    There is particular anger directed at the Labour Party because they are associated with women’s rights and a more progressive society.

  • Exiting the euro | Michael Roberts

    Michael Roberts argues that those in Greece who cite the example of Argentina when suggesting that Greece should leave the Euro are not necessarily looking at the whole picture. The situations are not the same, Roberts points out, citing Argentina’s former central bank governor at the time, Mario Blejer and his recent piece in the Financial Times. He also points to research based on the the experience of five recent devaluations of economies in crisis (including that of Argentina) which “shows that they lead to a 10-20% fall in real GDP and take five to ten years to recover to previous real GDP levels. But that is not to say that there is no alternative to “lowering wages, privatising the state sector, reducing taxes for the corporate sector (especially big business) and ‘deregulating’ labour markets i.e. the super-exploitation of the Greek people to raise profitability.”

    But the left could also find an alternative policy to exiting the euro where Greece negotiates a full default on its debt to private and foreign bondholders; takes over the banks; and uses the savings from bond and interest repayments (€17-20bn a year) to start state directed investment in jobs, technology and funding small businesses, while staying in the euro to protect the savings of the people from destruction, keeping down inflation and avoiding a rise in foreign debt.  The question of exiting the euro then becomes an issue for the Euro leaders to impose (and to be resisted by a campaign within Europe), not as the main policy plank of the left.

  • Solidarity campaign to support the people of Greece

    Mikis Theodorakis, famous Greek composer of Zorba’s Dance, and Manolis Glezos, veteran resistance fighter against the Nazi occupation, have issued a call for a European Front to defend the people of Greece and all those facing austerity. We have decided to support this call and work with trade unions, campaigns and parties across Europe to establish a European Solidarity Campaign to defend the people of Greece. We will organise solidarity and raise practical support for the people of Greece; they cannot be made to pay for a crisis for which they are not responsible.

    During the Cold War, opponents of communism routinely, and not entirely wrongly, claimed to be champions of liberty. Freedom for capitalists and freedom of speech and thought go together, it was claimed. “Freedom is indivisible” wrote Bruce Winton Knight in 1952. “Economic freedom is…an indispensable means toward the achievement of political freedom“ wrote Milton Friedman in Capitalism and Freedom. And back in 1944 Friedrich Hayek complained that “We have progressively abandoned that freedom in economic affairs without which personal and political freedom has never existed in the past.”

    Today, though, this seems wrong. Many threats to freedom come from capitalists. The story is no longer capitalism and freedom, but capitalism against freedom.

    Anyone who has followed the crisis will understand that the real economy of businesses and commodities is being upstaged by complicated financial instruments known as derivatives. These are not money or goods. They are investments in investments, bets about bets. Derivatives created a booming global economy, but they also led to turbulent markets, the credit crunch, the near collapse of the banking system and the economic slump. And it was the Black-Scholes equation that opened up the world of derivatives.

    The equation itself wasn’t the real problem. It was useful, it was precise, and its limitations were clearly stated. It provided an industry-standard method to assess the likely value of a financial derivative. So derivatives could be traded before they matured. The formula was fine if you used it sensibly and abandoned it when market conditions weren’t appropriate. The trouble was its potential for abuse. It allowed derivatives to become commodities that could be traded in their own right. The financial sector called it the Midas Formula and saw it as a recipe for making everything turn to gold. But the markets forgot how the story of King Midas ended.

  • Greece: a Sisyphean task | Michael Roberts

    In a Eurozone that is unwilling to share its surplus with weaker, hardest hit economies there is no other option for those economies but default. Despite the agreement of Greek politicians to shorten their political life and accept the deal all that they have done is simply postpone this eventuality once again. However, even that postponement might be shortened by the Greek elections in April where the smaller leftist parties outside the coalition currently have 40% of the vote. Or so says Michael Roberts:

    Whatever the Greek coalition leaders agree to and try to implement, such is the weakness of Greek capitalism, it will not be able to meet its fiscal targets or get its debt down to reasonable levels.  Before the end of the year, the Troika will have to report that Greece is not delivering.  Then the EU leaders will have to decide whether they ‘let Greece go’ or not.  The EU leaders have agreed to more money for Greece  (or more accurately its bondholders and banks) in return for draconian cuts in living standards in order to provide more time to try and ‘ring-fence’ other vulnerable Eurozone states like Portugal and Ireland (where they are preparing extra funding).  So when Greece goes down, it will not affect the rest (or so the EU leaders hope).  Of course, the Greek people may force the issue earlier if they vote in an anti-Troika government in April.

    Do we really want to live in an economic union that must destroy the future of millions in order to just tick along? Maria Margaronis points out that the situation in Greece today says little about Greece and everything about the EU.

    The trouble with historical metaphors is that they can obscure the present: what’s really at stake here is not Greece’s identity but Europe’s. All eyes are fixed on Athens, but the way out of the crisis requires a choice about what kind of Europe we want. The one we have now, with its deep structural inequalities and its rigid adherence to a failed economic ideology, protects neither democracy nor human rights. Stiff-necked and punitive, it prefers to eat its children.
